Teach refugees English before taking the test

The Ethnic Communities' Council of Victoria says some migrants should be taught English before they are given the citizenship test.
The Federal Government is looking at whether there are ways to improve the test, which was introduced last year.
It follows a drop in the number of people applying for citizenship and reports that some fear they will be deported if they fail.
The council's chairman, Sam Afra, says the failure rate in some refugee groups is high.
"We worry about the people who went through trauma. They've been in camps for a long time. They've never had an education," he said.
"We believe that the Government should give them the tools and the means, like educate them first before you test them. Give them the chance to prove themselves before you judge them."
